if the mods can decide who gets to post art regardless of what other people think, then the artportal may as well have a system where you submit samples for administrative review, (or better yet, a system where you post some art and it magically appears on the artportal mainpage)
it's really just the same thing and they aren't doing anything groundbreaking with the scouting system anyway, it just sucks dick and should be quietly canned

the administrative review thing would actually work better than the current system. the current system is pretty much "have fans or be in a circlejerk with some people who are scouted"
